			<content:encoded><![CDATA[<p>RC Deaf Missions just organised a dinner session for interpreters and Deaf persons with Prof Charo to explore possibilities of Training Modules for Interpreters leading to certification/accreditation. The purpose of the the dinner session was to provide interpreters an opportunity to understand what interpreter modules are available in Philippines under the PRID programme (PRID stands for Philippine Registry of Interpreters for the Deaf), and to get the perspectives and views of what their needs are, and what the perspectives of the Deaf are.</p>
<p>If this falls through successfully, this will be a RC Deaf Missions/PRID (Philippine Registry of Interpreters for the Deaf) collaboration to provide interpreters the avenue for accreditation/certification.</p>
<p>Currently there are organisations in Malaysia that have provided training programmes for interpreters, but there has not been one yet that leads to accreditation/certification of interpreters. One or two organisations may have gone as far as awarding interpreters of their programmes, with a diploma in interpreters. There are many freelance interpreters who often ask the question about what next then after all this training.</p>
<p>If successfully implemented, this collaboration will provide interpreters who cannot go abroad to get their certification, an opportunity to do this in Malaysia. It will also see the introduction of several Deaf Language Models (MSL)(BIM) invited to be involved in the assessment and evaluation of interpreters undergoing this programme.</p>
<p>Many private Universities and Colleges in Malaysia adopt foreign programmes or twin with universities abroad. A Malaysian taking up a degree shows his qualifications are certified by the examiners/evaluators of a foreign university. So the concept is very much the same when it comes to RC Deaf Missions, a legally registered Company collaborating with the Board of PRID to provide an option for interpreters who want certification but cannot afford to leave their jobs and go abroad to get this done.</p>
<p>The Mission has engaged two (2) Deaf Language Models namely Lim Anuar and Amir Hamidi. They will work as part of the team with Prof Charo in preparing for interpreter training modules.</p>

<div class="GAMBAR_KANAN">Pada malam Khamis yang lalu, penulis dan sahabat Pekak, Lim Anuar menghadiri satu bengkel anjuran RC Deaf Missions. Bengkel itu dilangsungkan di Hotel Singgahsana, Petaling Jaya.</div>
<p>Penulis difahamkan bahawa bengkel tersebut bertujuan untuk membincangkan dan menilaikan satu rancangan yang bakal dibangunkan oleh pihak RCDeaf untuk melahirkan jurubahasa isyarat yang bertauliah dan diterima oleh komuniti Pekak di Malaysia.</p>
<p>Bengkel itu dihadiri oleh beberapa peserta bukan Pekak yang mempunyai pengalaman dalam perkhidmatan penterjemahan bahasa isyarat seperti guru pendidikan khas, kakitangan sektor swasta dan penterjemah sukarelawan keagamaan.</p>
<p>Mereka diberikan penerangan tentang sistem latihan kejurubahasaan isyarat di negara Filipina oleh Charo David, penceramah jemputan dari Filipina.</p>
<p>Beliau ialah guru pendidikan khas dan juga jurubahasa isyarat yang berdaftar dengan <em>Phillipine Registry of Interpreters for the Deaf</em> (PRID).</p>
<p>Penulis dan Lim Anuar dijemput untuk memberikan beberapa pandangan yang pro dan kontra dari perspektif warga Pekak serta bersepakat tidak akan menghalang inisiatif tersebut yang disifatkan sebagai usaha yang berani dan dijangka akan menimbulkan persoalan pada masa kelak.</p>
<p>Hal ini sedemikian kerana pihak RCDeaf sebagai syarikat yang berdaftar dan sah di sisi undang-undang mempunyai hak dan kebebasan untuk membangunkan modal insan, iaitu penterjemah bahasa isyarat mengikut kaedah tersendiri yang akan dibangunkan.</p>
<p>Langkah pihak RCDeaf seharusnya dipandang secara positif sebagai usaha alternatif untuk mengatasi kekurangan jurubahasa isyarat di negara ini walaupun terdapat sebilangan organisasi yang telah melancarkan program latihan yang serupa.</p>
<p>Oleh hal yang sedemikian, komuniti Pekak akan mempunyai pilihan yang pelbagai dan juga saluran yang pelbagai untuk mendapatkan perkhidmatan jurubahasa isyarat yang berkualiti sama ada dengan bayaran yang dikenakan ataupun secara percuma.</p>
<p>Pihak RCDeaf akan mendapatkan kepakaran Charo David yang berpengalaman luas dalam bidang latihan kejurubahasaan isyarat untuk merangka dan membangunkan model latihan yang dikatakan akan berbeza dengan model tempatan yang sedia ada.</p>
<p>Lim Anuar berpandangan bahawa inisiatif tersebut akan menjadi realiti dan membuahkan kejayaan sekiranya pihak RCDeaf dapat menangani cabaran dan isu-isu yang berbangkit secara bijaksana sehingga diterima sebagai antara salah satu organisasi yang menyumbang kepada peningkatan kualiti hidup komuniti Pekak.</p>
<p>&#8220;Harapan kami ialah untuk mewujudkan perkhidmatan jurubahasa isyarat yang berkualiti dan berlesen di RCDeaf sekali gus membekalkan mereka kepada mana-mana pihak dan individu yang ingin melanggani perkhidmatan alternatif,&#8221; kata Agnes Peter, pengasas RCDeaf.</p>
<p>Penulis tidak mempunyai sebab-sebab yang kukuh untuk menidakkan usaha dan keinginan pihak organisasi lain seperti RCDeaf untuk melibatkan diri dalam pembangunan modal insan seperti program latihan kejurubahasaan isyarat.</p>
<p>Mereka seharusnya diberikan ruang untuk menyokong mana-mana dasar kerajaan serta mengukuhkan lagi agenda pembangunan komuniti OKU secara menyeluruh.</p>
<p>Walau bagaimanapun, kejayaan dan nasib rancangan tersebut yang diusahakan oleh RCDeaf akan ditentukan oleh komuniti Pekak yang mempunyai hak dan kemampuan sama ada melanggani khidmat mereka ataupun memilih mana-mana pihak yang berkenaan.</p>
<p>Seandainya perkhidmatan penterjemahan yang disediakan oleh pihak RCDeaf benar-benar memuaskan dan menepati nilai-nilai kualiti, program latihan tersebut akan dianggap berjaya dan diberikan nafas baru untuk terus berkembang atau ditambah baik seiringan peredaran masa.</p></div>

			<content:encoded><![CDATA[<p>Folks, not too long ago, we posted information about the talk by Professor Charo on Empowering the Deaf through Education. This was held on Sun Jul 18, 2010 at the La Salle Secondary School. Professor gave a very meaningful and enriching talk. The participants benefitted much from her personal sharing and conviction about empowering the Deaf. Many Deaf were moved to raise thoughts, ask questions and share their experiences in Malaysia. They asked about the Philippine education systems, also seeing some of the situations with the Deaf quite similar to that faced in our country. We had a wide range of participation - Deaf youth, Deaf Teachers, Parents of the Deaf, Interpreters, signers, and people interested in this topic. Professor&#8217;s video clips of her Deaf students JC and Kim and the Deaf girl in the Pantene advertisement was the message of liberation for the Deaf and a reminder to all those advocating with the Deaf that there is meaning for us to continue doing so. Empowering the Deaf to live freely, and independently.</p>

<p>Petang semalam RC Deaf Missions Malaysia (RCDeaf) telah mengadakan program ceramah ilmiah yang bertajuk <em>&#8220;Empowering the Deaf through Education&#8221;</em> di Sekolah Menengah Kebangsaan La Salle, Petaling Jaya.</p>
<p>Ceramah itu disampaikan oleh pelawat bukan Pekak, Profesor Charo David dari Filipina. Beliau merupakan guru pendidikan khas di <em>Philippine School for the Deaf</em> (PSD) dan pemegang lesen jurubahasa isyarat yang berdaftar dengan <em>Phillipine Registry of Interpreters for the Deaf</em> (PRID).</p>
<p>Penulis mendapati beliau fasih dalam Bahasa Isyarat Amerika (ASL) namun cara pengisyaratan tangan beliau masih dipengaruhi oleh struktur kod tangan berasaskan bahasa Inggeris.</p>
<p>Untuk memudahkan penyampaian syarahan tersebut kepada kira-kira 20 orang peserta, beliau dibantu oleh penterjemah bahasa isyarat (BIM), Agnes Peter yang juga Pengarah RCDeaf.</p>
<p>Syarahan Profesor Charo David banyak berkisar pada pengenalan kepekakan dari segi perubatan dan kebudayaan serta menjadi lebih menarik apabila membincangkan isu-isu dalam sistem pendidikan kanak-kanak Pekak di Filipina.</p>
<p>Untuk meningkatkan lagi kefahaman terhadap syarahan itu, beliau membentangkan beberapa klip video yang menarik termasuk kisah kejayaan dan siaran berita liputan di PSD dan institut pengajian tinggi untuk orang Pekak.</p>
<p>Difahamkan bahawa di negaranya, hanya terdapat satu-satunya sekolah Pekak yang disokong oleh Kerajaan Filipina dan tiada rancangan untuk membina sekolah Pekak yang lain.</p>
<p>Hal ini berbeza dengan negara ini yang mempunyai bilangan sekolah Pekak yang agak banyak dan boleh disamakan dengan keadaan di Sekolah Kanak-kanak Pekak Persekutuan Pulau Pinang (FSD) pada tahun 1950-an hingga 1980-an.</p>
<p>Bagaimanapun penulis tidak dapat memanjangkan tulisan ini secara terperinci mengenai kandungan syarahan tersebut. Boleh dikatakan bahawa syarahan beliau telah berjaya mewujudkan rasa minat dan ingin tahu di kalangan peserta Pekak dan ibu bapa.</p>
<p>Seterusnya lebih banyak soalan dikemukakan kepada beliau termasuk isu latihan kejurubahasaan isyarat dan latihan keguruan untuk bakal guru pendidikan khas.</p>
<p>&#8220;Syarahan beliau amat berinformasi dan memberi saya pengetahuan baru tentang kajian perbandingan sistem pendidikan khas di benua Asia,&#8221; kata Sitie Sarah, pelajar Institut Pendidikan Guru Kampus Ilmu Khas, Kuala Lumpur.</p></div>

<p><em><strong>The Sign Language for Everyone Programme </strong> was initially a programme to be designed for children. However, as we saw requests from adults and teens, we converted this programme to be something that anyone from ages 5 and above can enjoy. A programme that light, fun, and it comes with a snack break too!</em></p>

True, it is not easy, But if you look at it from the perspective of personal growth and development, it is a great way to develop and also build people skills. Learn how to manage accounts, what to do and what not to do. Never look at a problem as a problem and bad thing. Always look at the problem as more an op<span class="text_exposed_show">portunity and you can surely see more positive about it.</span> </span> </span></p>
